Just went from my house to the post office in Padiham, coming back we had a e-motorcycle with a unhelmeted rider wearing a balaclava doing over 30 down the main road through Padiham.

A motorcross bike with a helmeted rider but what looked like a 12 year old without an helmet on the back, these two nearly collided because if they know the rules of the road they usually totally ignore them.

First one overtook all the cars (doing about 20-25) through town, went through a red light at a pelican crossing and disappeared.

As usual not a police car to be seen and even if there was one, it would most likely ignore. Who wants to chase one of these when its the police that gets into trouble when one of these uninsured, untrained, inexperienced criminals loses control and hurts themselves or others? When its the police that get blamed?

Where is the strategy for dealing with this lawlessness?
